The application site is bound by Shanganagh Road to the east, Florenceville (a protected structure) and Mill Lane to the north, and Broomfield Court and Seaview Lawn / Park residential areas to the west. The site contains Shanganagh Castle (a recorded archaeological monument - RMP Ref.: 026-031001), Beechlands House and Barn Close (both protected structures, RPS Ref.: No. 1784 and 1785 respectively). The proposed development consists of the following: Demolition of the bungalow (Barn Close Lodge) located on the eastern boundary of the site and existing outbuildings and structures on the application site. Refurbishment of Beechlands House and Barn Close as 2 no. 5 bed dwellings. Provision of a total of 68 no. residential units, comprising:29 no. 2 storey 3 bed houses to be provided in a mix of terraces, semi-detach ed and detached houses; 8 no. duplex units comprising 4 no. 2 bed units and 4 no. of 3 bed units, in a terrace of 4 no. 3 storey duplexes, each comprising 1 no. 2 bed at ground level and 1 no. 3 bed at upper levels; First-storey outdoor terraces are provided on the southern elevation of the duplexes; 31 no. apartments comprising 9 no. 1 bed apartments and 22 no. 2 bed apartments, within a part 3 and part 4 storey apartment block. Balconies are provided for all apartments on the eastern, western and south- western elevations.Retention and structural works to Shanganagh Castle and incorporation into a landscaped area which is publicly accessible. Vehicular and pedestrian access via an upgrade of the existing entrance from Shanganagh Road. The proposal includes alterations and improvements to Shanganagh Road, including provision of footpath and new pedestrian crossing to the south. A road reservation is provided for on the south eastern portion of the site to cater for the Six Year Road Objective to upgrade Shanganagh Road. The development also includes 73 no. car parking spaces (59 no. at surface level and 14 no. at ground level within the apartment building), 101 no. of cycle parking spaces (26 no. at surface level and 31 no. at ground level within the apartment building and 44 no. spaces in free-standing secure enclosures). Infrastructural works include foul and surface water drainage, landscaping, provision of public and communal open space, boundary treatment, lighting, landscaping, bin stores and PV panels at roof level and all associated site works.
