We, Metro Leaf Limited, intend to apply for planning permission for a Large-scale Residential Development (LRD) on lands at Northwood Avenue and Old Ballymun Road, Santry Demesne, Dublin 9. The application site is bound by Gulliver's Retail Park to the east, Northwood Avenue to the south, and Old Ballymun Road to the west. The proposed Large-scale Residential Development (LRD) comprises 254 no. apartments (including 118 no. 1 beds and 136 no. 2 beds) in 3 no. apartment blocks (Block A, Block B, and Block C) ranging in height from 8 to 9 storeys over a common basement level. The application site is bound by Gulliver's Retail Park to the east, Northwood Avenue to the south, and Old Ballymun Road to the west. The proposed Large-scale Residential Development (LRD) comprises 254 no. apartments (including 118 no. 1 beds and 136 no. 2 beds) in 3 no. apartment blocks (Block A, Block B, and Block C) ranging in height from 8 to 9 storeys over a common basement level. Block A, located to the north of the site fronting Old Ballymun Avenue to the west, comprises 60 no. apartments (18 no. 1 bed, and 42 no. 2 beds), in a 9 storey building, above a common basement level. Private balconies / terraces for the apartments are provided on the northern, southern, eastern and western elevations. A communal roof terrace is proposed at 1st floor level at the southern end adjoining Block B, above the basement car park entrance ramp. Block B, located to the centre of the site fronting Old Ballymun Road to the west, comprises 94 no. apartments (40 no. 1 beds, and 54 no. 2 beds), in an 8 storey building, above a common basement level. Private balconies / terraces for the apartments are provided on the eastern and western elevations. Block C, located to the south of the site fronting Old Ballymun Avenue to the west and Northwood Avenue to the south, comprises 100 no. apartments (60 no. 1 beds, and 40 no. 2 beds) in a part 8 to part 9 storey building, above a common basement level. Block C includes a childcare facility, with associated outdoor play area, and a retail unit (Class 1- Shop use) at ground floor level. Private balconies / terraces for the apartments are provided on the southern, eastern and western elevations. Vehicular access to the basement car park is provided from Old Ballymun Road to the west. Bicycle access to the basement is via the dedicated bicycle/pedestrian lift from the communal open space to the east of the Block B. The proposed development includes a new cycle path and footpath along Old Ballymun Road and a new shared footpath to the north of the site. The development includes 108 no. car parking spaces, comprising 101 no. spaces at basement level (including 97 no. standard and 2 no. accessible residential spaces, 1 no. childcare facility staff space, and 1 no. retail staff space) and 7 no. spaces at surface level (including 3 no. accessible residential spaces, 1 no. accessible and 2 no. drop off childcare facility spaces, and 1 no. accessible retail space). 1 no. additional set down space is also provided at surface level. 12 no. motorbike parking spaces are provided at basement level. The development includes a total of 541 no. bicycle parking spaces, including 396 no. long term secure spaces at basement and ground floor level (including 390 no. residential spaces, 3 no. childcare facility staff spaces, and 3 no. retail staff spaces), 145 no. short term spaces at surface level (including 127 no. visitor spaces, 15 no. childcare facility spaces and 3 no. retail spaces). Ancillary facilities such as bicycle maintenance areas, bicycle/pedestrian lift, bin stores, plant rooms, and storage areas are located across basement, ground floor, and surface levels. The proposed development includes public open space and communal open space, including children's play areas, PV panels, lift overruns, and green / blue roofs. The proposed development includes all necessary supporting infrastructure, including drainage, landscaping works, lighting, boundary treatments, and double ESB substation. The proposal includes, site clearance, demolition of existing site boundary wall and railings along Old Ballymun Road, removal of former water features adjoining Gulliver's Retail Park, minor relocation of existing pillar at the junction of Old Ballymun Road and Northwood Avenue, and connections to existing water, foul and surface water infrastructure along Old Ballymun Road and Northwood Avenue, and all associated site and infrastructural works.
