Having regard to the S.I. 75 submission that converted a vacant building at 12th Lock, Old Navan Road, Castleknock, Dublin 15 from hotel to homeless accommodation initially using the existing bedrooms and communal layout, WHETHER the internal reconfiguration of the building to provide additional bedrooms and shared facilities for communal use within the envelope of the building, as shown on the accompanying drawings, is development and if so whether it is development that requires planning permission?
